FOR IMMEDIATE RELEASE: TABOR Election Notice: Invitation for Pro/Con Statements on November 2026 Ballot Issue
Ouray County, Colo — The Ouray County electorate is set to vote on a ballot issue for the General Election on November 3, 2026, in accordance with the Colorado Constitution, Article X Section 20, known as the Taxpayers’ Bill of Rights (TABOR).
Registered electors of Ouray County are invited to submit Pro or Con statements regarding the ballot issue. These statements will be summarized and included in the official TABOR Notice.
Submission Deadline
Statements must be submitted to the County Manager by 12:00 p.m. (noon) on September 18, 2026, to be eligible for inclusion in the Official Notice. Please note that the County is not responsible for any delays caused by mailing.
Submission Guidelines
To be considered, each statement must:
- Be submitted by a registered elector of Ouray County, Colorado.
- Clearly indicate if it is a Pro or Con statement.
- Be signed by the registered elector.
- Include the elector’s printed name and contact information.
- Be received by the County Manager by the stated deadline.
All Pro statements will be compiled into a combined submission of 500 words or less, as will all Con statements.
Ballot Issue
The Ballot Issue before the Ouray County, Colorado electorate on the November 3, 2026, General Election ballot is: County Issue: County-Wide Disaster Recovery and Resilience Sales Tax
SHALL OURAY COUNTY TAXES BE INCREASED $1,050,000 ANNUALLY (FIRST FULL FISCAL YEAR DOLLAR INCREASE IN 2027) BY IMPOSING AN ADDITIONAL 0.5% COUNTY-WIDE SALES TAX, DECLINING TO 0.3% AFTER DECEMBER 31, 2030 WITH REVENUES TO BE DIVIDED (70% TO OURAY COUNTY, 15% TO THE CITY OF OURAY AND 15% TO THE TOWN OF RIDGWAY), FOR THE PURPOSE OF FUNDING DISASTER RECOVERY AND RESILIENCE IN OURAY COUNTY, INCLUDING THE FOLLOWING:
PROTECTING CRITICAL INFRASTRUCTURE, FIRE MITIGATION, LANDSCAPE STABILIZATION, WATERSHED PROTECTION, SUPPORTING ECONOMIC RECOVERY, AND FUNDING THE COUNTY, CITY, AND TOWN, PREPAREDNESS, RESPONSE AND RECOVERY EMERGENCY MANAGEMENT
PROGRAMS, FOR DECLARED DISASTERS AND EMERGENCIES; ALL IN ACCORDANCE WITH BOARD OF COUNTY COMMISSIONERS’ RESOLUTION NO. 2026-019 AND LOCALGOVERNMENT BUDGET LAWS, AND SHALL THE FIRST YEAR REVENUES, AND WHATEVER ADDITIONAL AMOUNTS ARE RAISED ANNUALLY THEREAFTER, BE COLLECTED AND SPENT AS A VOTER APPROVED REVENUE CHANGE NOTWITHSTANDING ANY LIMITATION OR CONDITION UNDER ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION, C.R.S. 29-2-301 ET SEQ., AS AMENDED, OR ANY OTHER PROVISION OF LAW?
