Rubio Says Venezuela Must Go Through Three-Stage Transition Before Elections

(MENAFN) US Secretary of State Marco Rubio has stated that Venezuela would need to complete a structured three-phase transition process before holding what he described as genuinely free elections, according to remarks made during a congressional hearing.

He outlined the sequence as stabilization, recovery, and finally a political transition, emphasizing that each stage must be completed in order for democratic voting to be meaningful. Rubio argued that establishing conditions for credible elections is not possible without first rebuilding core political and institutional structures.

According to reports, Rubio explained that the initial phase would focus on stabilizing the country following recent upheaval, while later stages would involve rebuilding civil institutions, including media independence, political party organization, and the creation of a new electoral authority.

He added that the recovery stage would require strengthening democratic infrastructure and ensuring that political participation is properly structured before any vote is scheduled. In his view, simply announcing an election date would be insufficient without these foundational steps in place.

Rubio also said that meaningful progress toward elections would depend on broader political normalization and institutional rebuilding. He stressed that the United States’ long-term objective remains the establishment of what he described as free and competitive multiparty elections in Venezuela.

He further cautioned that no fixed timeline for elections can be set until the necessary groundwork is achieved, noting that rebuilding a political system after conflict requires time and sequencing rather than immediate electoral planning.
